There were over 40 architects, builders and designers present at the seminar.

Building Code Task Force Update

In order to keep you current with the developments in the change to the 7th Edition of the MA Building Code, I have asked Liz Kovach, our Estimating Manager (and former Home Builders and Remodelers of Cape Cod (HBRACC) President) to summarize the goings on at the Board of Building Regulations and Standards (BBRS) since last month's comments. Very big thanks are due to Liz and the HBRACC for the work they have done to help temper the Code into a livable, workable document. It's not cast in stone yet, but here is a picture of where we stand as we near the October 1, 2007 implementation date:

Task Force on Hurricane Resistant Construction (TFHRC) Update

The TFHRC was formed as a result of the HBRACC's filing of a Building Code Amendment Proposal to amend the 7th Edition MA Building Code wind zone map, and we have been working hard this summer to report our recommendations to the BBRS Board at the September 11, 2007 BBRS meeting.  The purpose of the TFHRC is to further review the impact of the new code wind design requirements and determine whether amendments to the current 7th Edition Building Code requirements are justified.  A major goal, set by the BBRS, is to weigh public safety interests as established by the new provisions versus cost considerations, including insurance premium implications.

At the August 7, 2007 TFHRC meeting, testimony covering storm tracking history, wind speed mapping, storm damage claims, and housing affordability on Cape Cod were presented by various members of the task force, including the insurance industry representatives, a NOAA meteorologist, HBRACC representatives, and other parties. At the conclusion of the meeting the task force majority voted to support the BBRS "intent" to reclassify the Cape back to 110 mph. 

As part of the August 7th testimony, cost comparisons for framing a 2,500 sq. ft. Colonial-style home were presented by TFHRC members Liz Kovach, John Bologna, and Brian Florence. The analysis was based on comparing framing costs under the 6th Edition versus the 7th Edition (in conjunction with the WFCM (Wood Frame Construction Manual) Guide to Wood Construction in 110 mph and the High Wind Construction 110 mph MA Checklist). The package costs included framing the structure, and installing windows and doors and exterior trim. The cost difference was 4.8% higher than under the 6th Edition in this case. The significant cost drivers were additional framing materials (including lumber, nails, and hardware) and labor. When wind-born debris fenestration requirements were added the costs were 20.1% higher. If additional framing inspections are deemed necessary, it may require the builder to provide framing inspection reports produced by an engineer. This scenario generated estimated cost increases of 6.1% and 21.4% higher.

The TFHRC will be concentrating next on code change language pertaining to the wind born debris regions within the 110 mph zone as outlined in the IRC (International Residental Code) standards. The IRC establishes wind born debris regions for defined coastal boundaries "extending from mean high water line to a point one mile in-land where the speed is 110 mph". From a building code perspective, this is the language that could most influence housing costs, so the TFHRC will be focusing on specifically discussing this issue and the definition of these areas.

In preparation of the August 7th cost analysis presentation some shortcomings with the High Wind Construction 110 mph MA Checklist were noted. In response the BBRS staff has requested that home builders on the Cape and Islands review the WFCM and companion MA Checklist and submit their comments to the BBRS staff for consideration and incorporation as final code language. Lumber Update

Lumber prices continue to be on the firm side due primarily to supply issues. Due to poor demand and the unfavorable exchange rate, curtailments and mill closures  continue to take wood out of the pipeline, and inventories are thin at every level. If demand increases (as it often does in the fall) we could see some pretty hefty price increases.

Due to lack of supply caused mostly by curtailments, the plywood market is in a state similar to the lumber market OSB bottomed in mid-August, but firmed on the news that at least one major mill is taking extended down time.

There has been no improvement in the world of red cedar. Since last months issue of Shepformation, we've experienced river flooding, a heat wave and a logger strike. Prices on all red cedar products are at unprecedented levels and there does not seem to be any relief in site. Please make every effort to plan well ahead if your project calls for red cedar shingles, solid clapboard or trim.
